Story Summary
 


Cat's Reach is a refuge of last resort for burnt-out antiterrorists.  The tiny island tucked away on the West Coast is inhabited by a small diverse population, all with one thing in common - a desire to get out of their "profession" while protecting their families.  CATS - the Combined Antiterrorist Squad is comprised of people who live in the shadows everywhere but this island retreat.  Here they and their families can live safely - as long as they follow orders.PRIVATE

 Members of the team return from a hostage taking involving a tanker, and are immediately sent out again to foil a scientist who's isolated a virus capable of causing tremendous human casualties.  Andrew, the team leader and a career mercenary, decides to send out his wife Randa, an Egyptian biology specialist; along with Erika, a German explosives and computer specialist; Mac, their Scottish pilot and head of communications; and the new man, Ben - an Israeli renowned for his ferocity in battle.

 The team leaves at dawn, counterfeit I.D.'s in hand.  As Andrew and Duke, the local bar owner and weapons specialist, are watching the team depart, they see a group of First Nations people approaching the island.  The people land and perform a ritual of new dawn, then approach Andrew and tell him that they are claiming this land as part of their ancestral territory.  They also hope to prevent a major logging company from clearcutting the island.  Andrew is concerned, both by the arrival of these new people, and by the threat of media coverage that could result from any pitched environmental battles.

 The Cat's Reach team has arrived in Seattle, where they meet their initial contact.  He informs them that an entire town in Montana has had something called an "hantivirus" released in its water supply.  Over half the people have died.  Randa finds out more information about the virus while Erika looks for a known agent of Saddam staying in Seattle.  When they find him, they follow him and find that his accomplice is renting a car and driving to Blaine, Washington - near the Canadian border. 

 The team members fly to Blaine, and wait for the suspect. They follow him to a dock, where he meets a woman, identical to the suspect in the Bennett Bend incident.  They watch as the man pays her, and listen as he gives her further instructions for the next big "drop" - this time the city of Seattle will be effected - with catastrophic results.

 They follow the woman to an abandoned barn on the U.S. border, only to find a tunnel inside the barn - leading into Canada.  They follow the tunnel across, and discover the scientist's lab and home.  Erika decides that eliminating the scientist doesn't necessarily mean killing him and his wife - their orders were just to "eliminate."

 Erika phones Tong back in Cat's Reach, and asks him where she can gets marijuana plants and drug paraphernalia.  He gives her the information, but is overhead by the natives, who now think they have drug smugglers on their hands.

 Erika and Mac set out to get the plants.  While they're away, Ben and Randa have an intimate encounter - one they both instantly regret.  Mac and Erika return and all of the Reachers help set up the scenario in the barn - plants, lights, drug equipment - and they find the payoff money, which is spread around the scene liberally.  Erika does the tipoff to the police.  They arrive and arrest the scientist and his wife, on suspicion of cultivating and selling drugs on a large scale.

 Andrew and Duke watch as the First Nations people pack up to leave Cat's Reach - temporarily - while they proceed with their land claim.  As the natives leave by boat, Mac and the Reachers are approaching by air, each with their own private hopes and fears about life at Cat's Reach.
